Implementing Rules & Regulations (IRR)

IMPLEMENTING RULES AND REGULATIONS OF REGULATION ORDINANCE NO. 2024-223  ENTITLED: AN ORDINANCE CREATING THE MEETINGS, INCENTIVES, CONFERENCES AND EXHIBITIONS (MICE) COUNCIL OF ILOILO CITY AND FOR OTHER PURPOSES.

 

RULE I: TITLE, PURPOSE, AND CONSTRUCTION

Section 1. Title – These rules shall be known as the Implementing Rules and Regulations (IRR) of Regulation Ordinance No. 2024-223, otherwise known as An Ordinance Creating The Meetings, Incentives, Conferences and Exhibitions (MICE) Council of Iloilo City and For Other Purposes.

 

Section 2. Purpose – This IRR is promulgated to provide the procedures and guidelines for the implementation of Regulation Ordinance No. 2024-223 in order to facilitate compliance with the ordinance and to achieve its objectives.

 

Section 3. Construction – These Rules and Regulation shall be construed and applied in accordance with and in furtherance of the policies and objectives of the ordinance. In case of doubt and ambiguity, the same shall be resolved in favor of the promotion of Meetings, Incentives, Conferences and Exhibitions related campaigns and initiatives of the Iloilo City Government.

 

RULE II. DEFINITION OF TERMS

Section 4. Definition of Terms – For purposes of these Rules and Regulations, these terms are defined as follows:

 

4.1 Companies – shall mean any commercial business establishments and corporations involved in land, sea, and air transportation and conveyance;

 

4.2 Conference – a formal meeting or series of meetings where people with common interest, often in a specific field, gather to discuss, share information, and learn about new developments. It is usually organized by capacity building, and policy decision-making.

 

4.3 Conventions – shall mean any large meeting, conference, discussion, consultation, especially of members of a particular profession, business, corporate, commercial, or related group, and sectors of society usually done within a particular area or activity;

 

4.4 Exhibits – shall mean an organized presentation and display of a selection of items or objects of general interest for showing, and for public display, as of work of artists or artisans and the skills of performers as it allows to reach a large audience and promote products and services depending on the industry, exhibitors to gather business feedback before introducing their products to the public;

 

4.5 Exhibitions – shall mean a community engagement, dialogue, and education, providing visitors with opportunities to explore diverse perspectives, historical context, and contemporary issues. It frequently contributes to the promotion of artists, innovators, and industries, acting as a conduit for the exchange of ideas and the celebration of human creativity and achievement;

 

4.6 Incentive  – shall mean a reduction on taxes that encourage companies or people to do something that will help the city’s economy.  It involves            business group tourism, including accommodation, transportation, company dining opportunities, and excursions as part of the complete incentive package;

 

4.7 Incentive Travel – shall mean a travel program designed to motivate and reward employees or customers for achieving specific business goals. It typically involves an all-expenses-paid trip that serves as a reward for exceeding performance expectations or reaching certain targets. This type of travel is often used as part of incentive, recognition, or loyalty programs to enhance performance and drive business objectives;

 

4.8 Meetings – shall mean a venue when two or more people come together to discuss one or more topics, often in formal or business setting that occurs in a variety of other environments forming a group decision making;

 

RULE III: CONDUCT OF M.I.C.E. EVENTS

  1. Entities and event organizers intending to hold M.I.C.E. related events in Iloilo City shall fill up an online or printed application form available in the following M.I.C.E:
  1. Iloilo Convention Center;
  2. MICE Office, Iloilo City Hall;

 

  1. This online application form shall require the following information:
  1. Date and Venue;
  2. Nature of Event (Meetings, Incentive Travel Activity, Conference, Convention, Exhibition, Event);
  3. Title/Theme;
  4. Schedule or list of activities to be conducted;
  5. Projected number of participants;
  6. Name of Host Institution or Organization or Sponsor;
  7. Name and Contact Details of Organizer or authorized representative to include telephone/mobile numbers and email address;

 

  1. The accomplished form can be submitted through the following:
  1. ONLINE

a.1 A QR Code will be displayed in an area accessible to all within the M.I.C.E. venues and at the Iloilo City M.I.C.E Center at Iloilo City Hall;

 

a.2 Upon scanning, a link to an online Google Form will appear on the screen, directing applicants to the registration template. The form shall require the following information:

  1. MICE Accommodation Details: The applicant must provide the venue name, sales representative or coordinator, contact number, and email address;
  2. Event Details: This section requires the event name, date, time, classification (Convention, Conference, Exhibit, Expo, Incentive Travel, Meeting, Training), type (Local, Regional, National, International), expected number of attendees, and any additional activities to be conducted;
  • Event Organizer Information: The organizer’s name, address, contact person, contact number, and email address shall be entered;
  1. Required Assistance: The applicant must check all relevant boxes to indicate the assistance needed for the event, including Emergency Medical Unit, Public Safety Personnel, Traffic Management Personnel, Police Assistance, Fire Emergency Assistance, and Tourism Assistance;

 

a.3 After filling out all required fields, the applicant must review the information before proceeding;

 

a.4 On the last page, the applicant must click the ‘SUBMIT’ button to complete the application process;

 

a.5 The event organizer shall still be required to complete and submit a signed physical copy of the M.I.C.E. Application Form to the Iloilo City M.I.C.E. Center for final processing;

 

  1. WRITTEN

b.1   Organizers / Authorized representatives of host organizations can request for a printed form from all Iloilo City M.I.C.E. venues and at the Iloilo City M.I.C.E Center at Iloilo City Hall;

 

b.2  The form shall require the following information:

  1. MICE Accommodation Details: The applicant must provide the venue name, sales representative or coordinator, contact number, and email address;
  2. Event Details: This section requires the event name, date, time, classification (e.g., Convention, Conference, Exhibit, Expo, Incentive Travel, Meeting, Training), type (Local, Regional, National, International), expected number of attendees, and any additional activities to be conducted;

iii. Event Organizer Information: The organizer’s name, address, contact person, contact number, and email address must be entered;

  1. Required Assistance: The applicant must check all relevant boxes to indicate the assistance needed for the event, including Emergency Medical Unit, Public Safety Personnel, Traffic Management Personnel, Police Assistance, Fire Emergency Assistance, and Tourism Assistance;

 

b.3 The accomplished form shall be signed and submitted to the M.I.C.E. venue to be forwarded to the Iloilo City MICE Center through email or hand delivered to the Center for processing;

 

b.4  An email confirming receipt of the M.I.C.E Application Form will be sent by the Iloilo City MICE Center to the registered email of the applicant and authorized representative;

 

  1. LETTER TO THE MAYOR

As an alternative method of the MICE application, an applicant may also write a letter of intent or cover letter addressed to the City Mayor, which shall indicate the details of the event and the authorized representative with his/her contact details, who shall endorse the same to the Iloilo City MICE Center for assistance in accomplishing the required forms and submission of requirements.

 

  1. In the event that emergency medical units, traffic management, peace and order and security are needed due to the gravity, complexity, or attendance of VIPs, additional forms may be provided as required by the different offices, such as, but not limited to:

 

  1. City Health Office / City Disaster Risk Reduction and Management

a.1  Event Organizers/Authorized Representatives of host organizations will be required to fill up a Medical Assistance Form. Information related to medical conditions, preference for EMS on standby or on-call  and anticipated medical emergencies will be gathered;

 

a.2 The accomplished Medical Assistance Form will be submitted to the City

Health Office or the City Disaster Risk Reduction and Management for processing. In the event that the City Health Office personnel and equipment are not available during the event, organizers will be required to provide their own emergency medical team. The Iloilo City MICE Center will assist the organizer / authorized representative connect with available local private emergency medical  providers;

 

a.3 For MICE Events with more than 2,000 participants and with event duration of more than 3 days, organizers will be required to provide their own emergency medical team. The Iloilo City MICE Center will assist the organizer / authorized representative to connect  with available local private emergency medical providers which includes but is not limited to Philippine National Red Cross, Philippine National Police, Bureau of Fire Protection, Federation  Iloilo Fire Brigade and Ronin;

 

a.4 Additional requirements may be requested to be submitted from the organizer/authorized representative;

 

  1. Philippine National Police (PNP)

b.1  Event Organizers/Authorized Representatives of host organizations will be required to fill up the Security Assistance Form. Information related to security, peace and order will be gathered;

 

b.2 Additional requirements may be requested to be submitted from the organizer/authorized representative. The PNP may also conduct ocular inspection of the site to determine critical areas and points of interest;

 

  1. Bureau of Fire Protection (BFP)

c.1  Event Organizers/Authorized Representatives of host organizations will be required to fill up the Fire Emergency Assistance Form. Information related to security, peace and order will be gathered;

 

c.2 In the event that the Bureau of Fire Protection personnel and equipment

are not available during the event, organizers will be required to provide

their own fire emergency protection team. The Iloilo City MICE Center will

assist the organizer / authorized representative connect with available local

private fire emergency providers;

 

c.3 Additional requirements may be requested by the BFP;

 

  1. Public Order and Safety Management Office (POSMO)

 

d.1  Event Organizers/Authorized Representatives of host organizations will be required to fill up the Public Order and Safety Assistance Form. Information related to security, peace and order will be gathered;

 

d.2 Additional requirements may be requested to be submitted from the organizer/authorized representative to include but not limited to a Fire Emergency Management Plan;

 

  1. Traffic and Transport Management Office (TTMO)

Events Needing Road Closure

e.1   For M.I.C.E related events needing road closure and traffic management assistance, a letter request needs to be sent to the Iloilo City Mayor’s Office copy furnished to the Office of the City Vice Mayor and the Committee Head in Charge of Traffic.  Such request shall be made at least fifteen (15) days before the planned event as any road closure must be approved by the Sangguniang Panlungsod though a Regulation Ordinance;

 

e.2  The SP Secretariat shall forward a copy of the approved Regulation Ordinance to the  Traffic and Transport Management Office for creation of a Traffic Plan;

 

Events Needing Traffic Management Assistance

e.3   For M.I.C.E related events needing traffic management assistance without a need for road closure, only a letter request is needed to be sent to the Iloilo City Mayor’s Office, copy furnished to the Traffic and Transport Management Office;

 

e.4  With the endorsement of the City Mayor’s Office, the Traffic and Transport Management Office may require additional documents, plans, or information to process the request

 

  1. City Tourism and Development Office (OCTDO)

     f.1  Event Organizer/Authorized representative will send letter of request

addressed to the Iloilo City Tourism Officer for the Tourism Booth

Assistance set-up;

 

f.2 Event Organizers/Authorized Representatives of host organizations

will be required to fill up the Tourism Booth Assistance Form;

 

f.3  The Accomplished  Tourism Booth Assistance Form will be submitted

to the  Iloilo City Tourism and Development Office – for processing;

 

f.4  Additional requirements may be requested to be submitted from time to

time;

 

 

  1. MICE Organizers may also opt to include side events to complement their activities. Below is a list of such activities with their corresponding requirements:

 

  1. Fireworks Display
  • Letter request approved by the City Administrator
  • Clearance from Bureau of Fire Protection (BFP)
  • Clearance from City Disaster Risk Reduction and Management Office (CDRRMO)
  • Clearance from Public Order Management Office (POSMO)
  • Clearance from City Engineer’s Office
  • Clearance from Iloilo City Anti-Smoking Taskforce (ICAST)
  • Clearance from Taskforce on Morals and Values Formation
  • Clearance from Iloilo City Police Department (ICPO)
  • Permit from PNP Firearms and Explosive Office
  1. Event, Concert, or Activities
  • Letter request approved by the City Administrator
  • Clearance from Iloilo City Police Department (ICPO)
  • Clearance from Bureau of Fire Protection (BFP)
  • Clearance from City Disaster Risk Reduction and Management Office (CDRRMO)
  • Clearance from City Engineer’s Office
  • Clearance from Iloilo City Traffic Management Unit (ICTMU)
  • Clearance from Iloilo City Anti-Smoking Taskforce (ICAST)
  • Clearance from Taskforce on Morals and Values Formation
  • Clearance from Public Safety and Traffic Management Office (PSTMO)

  • Certification as to the worthiness of the rides from the City Engineer’s Office
  • Insurance Policy to cover for injuries and/or death of a riding patron
  • Letter of no objection from the educational institution and religious congregation within proximity of one hundred (100) meter radius
  • Business Permit (copy)

 

  1. Road Closure, Fun Run, or Bike Rides

  1. Motorcade, Parade, Procession, or Recorida
  • Letter request approved by the City Administrator

  • Clearance from Iloilo City Anti-Smoking Taskforce (ICAST)

 

  1. The City Mayor may issue special permits, based on Article 15 of the Ordinance, for legitimate tourism-related activities, payment of a fee of two hundred pesos (₱200.00) per transport vehicle is required. Guidelines to be followed in securing a special permit to enter the City beyond the limitations set forth by the Perimeter Boundary ordinance, for tour related activities are as follows:

 

  1. Convenor/organizer/school shall submit a request letter to the City Mayor and copy furnish the Chief TTMO with the following information:
  • Name of convention/seminar. School of origin (for educational tour)
  • Name of requesting tour operator/primary tourism/tourism enterprise
  • Number of persons
  • Date and time of activity
  • Itinerary and route
  • Type and number of tour related transport vehicle to be used
  • Contract of service with Transport Company, tour operator/primary tourism/tourism enterprise.

 

  1. The City Mayor endorses the request letter to the TTMO for documentary verification and for assignment of route dissemination;

 

  1. TTMO recommends to the City Mayor the approval and issuance of a special permit after payment of the corresponding fee;

 

  1. If the organizer intends to rent or book a Transport Service Entity which is awarded a route under the Local Public Transport Route Plan, aside from the special permit hereinabove stated, a permit from the Land Transportation Franchising and Regulatory Board shall also be furnished before the TTMO can recommend approval of the special permit;

 

  1. MICE Organizers may also opt to include side events to complement their activities in Iloilo City. The following are the requirements for the tour-related transport operators.

 

  1. Streamers/posters must be visibly placed on the vehicles to be used to identify the group on tour-conventions/seminar/educational trips.

 

  1. Streamers/posters promoting the City of Iloilo as a tourist destination must be placed on the vehicles.

 

  1. Buses whose sitting capacity is over 32 passengers are still prohibited to enter the specific streets identified in Section 2 Article VI of Regulation Ordinance No. 2009-258. The streets are as follows.
  • Bonifacio Street
  • Fermin Caram Avenue from Arroyo fountain until Plazoleta Gay
  • M. Basa from Plazoleta Gay until Plaza Libertad
  • Iznart Street from Maria Clara Monument until Plazoleta Gay
  • Ledesma Street from Plazoleta Gay until the junction of Rizal Streets
  • Valeria Streets
  • General Luna Streets

 

  1. Specific streets identified in this ordinance designated for “RUNNING TOUR AREAS” and “PICK-UP/DROP-OFF POINTS” for cars, vans, coasters, buses must be strictly followed. The streets are as followed:

RULE IV: ASSISTANCE TO M.I.C.E. EVENTS

  1. Following the submission of the MICE Application form, an Iloilo City MICE Center SALES Representative will contact the organizer or authorized representative of the host organization to inquire about the possible assistance provided for the event.

 

  1. Such assistance or support may be in the form of the following privileges:
  • Technical assistance on planning
  • Provision of brochures and other printed materials
  • Complimentary tokens/giveaways for VIPs/participants
  • Digital promotion of event/activity
  • Coordination assistance to local hotels
  • Coordination with tourism industry partners
  • Government liaison and contact assistance
  • Audio visual presentation of the Philippine Tourism
  • Complimentary half day city tour (subject to availability)
  • Cultural entertainment (subject to availability)

 

  1. Once the needed assistance is determined and approved, the MICE Sales Associate will assist the organizer or authorized representative of the host organization in pre-event activities.

 

  1. The following are eligible for the assistance:
  • Private Corporations/Entities
  • Meetings, Incentive Travel, Conventions, Exhibitions (MICE) or Business Events Organizers
  • Associations

  • Other non-eligible events but having a conference or exhibition components may be considered for assistance

 

  1. Any activity considered under MICE will be provided with assistance as long as it meets the following criteria:
  1. The activity will involve more than fifty (50) local and international participants;
  2. The event will be conducted in any local hotel or any MICE venue;
  3. The event organizer will utilize local suppliers for products and services related to the event. In the event that local suppliers are not available, the organizer / authorized representative can source suppliers from outside of Iloilo.
  4. The event will highlight Iloilo’s local tours and sites in the activity.

 

  1. Preference for Department of Tourism’s accredited hotels, travel and tours and venues to ensure quality standards.

 

RULE V: DATA COLLECTION

            To ensure compliance, reliability and systems improvement of the conduct of events, the following data will be collected :

 

  1. Monitoring form to be submitted monthly by hotels and M.I.C.E. related venues. The form will be made available online.

 

  1. The Monitoring form shall contain the following information:
  • Summary List of all M.I.C.E. related events conducted during the month
  • Category of Event (e.g. Local, Regional, National or International)
  • Type of M.I.C.E.
  • of participants per event

 

  1. Hard copies of the form may also be submitted to the Iloilo City MICE Center.

 

  1. The Iloilo City M.I.C.E. Center Monitoring Team will ensure compliance to the generation and timely submission of the reports.

 

  1. A QR Code containing the link to the said monitoring form will be posted in all MICE Venues.

 

  1. Organizers and Authorized Representatives shall be required to post the link or QR Code of the form within the M.I.C.E venue for visibility and compliance.

 

  1. All residential condominium buildings with units being utilized as short stay accommodation facilities booked under online platforms to include but not limited to AirBnB, Agoda, Booking.Com with purpose of attending M.I.C.E Events are likewise required to submit data to the Iloilo City Government.

 

  1. Property managers of these residential condominium buildings catering to short stay tourists shall submit information on a quarterly basis on the total number of rooms enrolled under the online platform.

 

  1. Property managers of these residential condominium buildings catering to short stay tourists shall submit information on a monthly basis on the total number of rooms occupied per month and number of participants.

 

  1.  These venues will also post the link of QR Code of the MICE Event Monitoring form within the unit for visibility and compliance.

 

  1. The data collection shall be necessary to support and enhance Iloilo City tourism, economic development, and public service initiatives but such data collected shall be subject to the provisions of the Data Privacy Act.

 

  1. To streamline the data collections, a data sharing agreement shall be entered into between the private party disclosing data and the Iloilo City Government. The Iloilo City MICE Council, with the concurrence of the Data Assessment and System Management Office, shall be empowered to issue guidelines regarding all data collection procedures relative to the implementation of this Ordinance’s objectives, including the execution of and all data sharing agreements related thereto.

 

RULE VI. MICE OFFICIAL WEBSITE

The Iloilo City MICE Center Official Website shall be utilized as the primary source of information on statistics, events, programs, and benefits  for all guests, visitors, participants, partakers, investors, and related enterprises in the locality.

 

The features of the website include an online database of meetings, exhibits, conventions, and MICE clients indicating basic information and documented information, reports, and other studies pertinent to the implementation of this measure, and such other content in line with the goals and objective of this ordinance.

At any  time, the City Mayor may add to or vary the composition of the Council. The City Mayor may designate his/her own alternate Council Chairperson but must still be a member of the above Council. The representatives from the Private and Business Sector shall be named and appointed by the City Mayor, as may be suggested by the members above-mentioned.

 

RULE VIII. FUNCTIONS AND POWERS

  1. To formulate policies and identify, collect measures from all partakers and stakeholders of Iloilo City, including but not limited to hotels and hospitality establishments, festival coordinators, business clubs and government organizations, tourism and development hubs and other such relevant bodies and offices which will promote Iloilo City as the next MICE destination;

 

  1. Conduct consultative meetings with Iloilo City tourism stakeholders, the DOT, TPB, DTI-BOI and other such relevant government offices to promote efforts making Iloilo City as the next MICE destination in line with the MICE Roadmap 2030;

 

  1. Formulate campaigns to attract conversations, meetings, and events to Iloilo City; To work closely with meeting planners to plan events that display destination and its attractions in the most favorable enticing manner; Interact with leisure, vacation and MICE travelers, meeting professionals,  conventioneers, business travelers, tour operators and travel agents with both FIT and group travel clientele;

 

  1. Suggest and recommend to the City Mayor measures and updates in MICE endeavors and programs of the DOTC, TPB, DTI-BOI, PACEOS, and other such relevant government offices in connection with the  MICE roadmap 2030;

 

  1.  Ensure the regular local and international advertisements of the City’s major tourism destinations; Provide incentives to travel agencies, tour operators, wholesalers, and investors, local and foreign, capable  of drawing a sizeable number of tourists and tourism investments to the city;

 

  1. Submit to Sangguniang Panglungsod recommendations for measures, ordinances, and resolutions that increase and promote Iloilo City as the next MICE destination in line with the MICE Roadmap 2030.;

 

RULE IX. MEETINGS

One (1) month after the assumption of office by the council members, the City Mayor as the Chairperson, shall convene for a meeting.

 

The Iloilo City MICE Council shall meet at least once every month on the date and place agreed upon by the members present.

 

The Iloilo City MICE Center shall serve as secretariat of the Iloilo City MICE Council.

 

RULE X. MONITORING

The Iloilo City MICE Center is tasked to monitor the events, programs, the arrivals and departures of all guests, visitors, participants and related enterprises in the city. In connection with this, the Iloilo City MICE Center and those members of the committee, shall coordinate with hotels, convention centers and appropriate offices in conducting physical and site/venue visits to check on the statues of the incoming visitors and guests.

 

A monitoring team from the Iloilo City MICE Center will be assigned to  assist & monitor the compliance of MICE venues of this ordinance.

 

RULE XI. SPECIAL PERMIT

Whenever applicable, entities, organizers, and/or sponsors must secure a special permit at least two (2) months prior to the date of the MICE Event.

 

RULE XII. PENALTY

In the event that entities, organizers and/or sponsors shall fail to secure a business permit mentioned in Article 15 of the Ordinance, a Fine amounting to P1,000.00 shall be imposed and the entities, organizers and/or sponsors will be issued a warning. Failure to secure a business permit for two (2) MICE Events by the same entities, organizers and/or sponsors will cause the blacklisting of the organizers and/or sponsors to hold any MICE Events in Iloilo City.
